How it works

In Quintana Roo, every condominium must have an administrator without exception—Article 28 mandates that the owners' assembly appoint an administrator to carry out management tasks, though the claim that Quintana Roo is the only Mexican state with this requirement is not established by the official source. The Asamblea de Condóminos (owners' assembly) appoints the administrator for a term of up to one year, renewable twice. The administrator may be an owner, a hired individual or a professional management company. Article 33 requires the administrator to prove experience in condominium management or training, unless 75 percent of owners vote to waive this requirement. The administrator must register the appointment at the Registro Público de la Propiedad within 30 days of designation.

Professional management companies typically charge 5 to 10 percent of monthly maintenance fees collected, or a flat fee of MXN 5,000 to 20,000 per month depending on the condominium size and amenities. Per-unit fees range from MXN 100 to 500 monthly. Owner-administrators who are condóminos themselves may serve without compensation or receive a fee approved by the assembly. Article 36 duties include keeping the assembly minutes book, maintaining condominium records, executing assembly decisions, collecting ordinary and extraordinary fees, managing common-area maintenance, rendering monthly financial reports co-signed by the vigilance committee, convening assemblies and representing the condominium in legal matters.

Foreign buyers in Riviera Maya condominiums should confirm that the administrator is registered, reviews the monthly financial statements and verifies that maintenance fees cover the administrator cost (typically 5 to 8 percent of the budget). The administrator handles relations with service providers, coordinates repairs and enforces the Reglamento de Condominio.
